Excerpt:Afghanistan today The hope that the people of Afghanistan might live in peace after the overthrow of Taliban rule was not fulfilled. In October 2003, amid increasing violence, the UN Security Council authorised ISAF to extend its operations from Kabul to other parts of the country. In addition, NATO assumed responsibility for appointing ISAF commanders. Efforts also continued to strengthen the democratic process. In January 2004, the loya jirga adopted a new constitution which provided for a President and two Vice-Presidents, and equality for women...More than five years after the Taliban's fall the Karzai government still had only nominal control over most parts of Afghanistan...
